Overcoming CHC Backlog through Strategic Staffing

NHS Lincolnshire ICB has faced a significant challenge with an increasing backlog of overdue Continuing Healthcare (CHC) 3-month and 12-month reviews, DSTs, and Fast-Track reviews. This case study explores the root causes of the backlog, the impact on the Integrated Care System (ICS) CHC teams, and the strategies implemented to alleviate the extreme pressure associated with meeting these deadlines resulting in £2.5million of identified overspend.

The Challenge

The ICS CHC teams in NHS Lincolnshire ICB experienced a surge in the number of overdue CHC reviews, DSTs, and Fast-Track reviews, leading to a substantial backlog. The standard timeline of approximately 12 weeks from funding award for these reviews was not being met due to the overwhelming volume of outstanding cases.

The backlog created an environment of extreme pressure for healthcare professionals, affecting their ability to deliver timely and quality assessments. The existing workforce was stretched thin, unable to cope with the increasing demand for CHC reviews within the stipulated timeframes.

The Solution

Liaison Care conducted an assessment in-house to identify the extent of resource needs to support the ICS CHC team. This involved understanding the scope of the backlog and the skill sets required for efficient reviews.

We deployed a fully qualified and trained workforce to support the ICS CHC teams. This workforce brought expertise in clinical assessments, documentation, and quality assurance.

Our team worked collaboratively with the ICB to determine the optimal rate and capacity at which the additional workforce could operate. This ensured that the local team was adequately supported without compromising on the quality of reviews.

The Outcomes

Through a combination of strategic interventions, increased resources, and process improvements, NHS Lincolnshire ICB successfully navigated the challenges posed by the backlog of overdue CHC reviews.

As a result of our work together we:

£2.5 million of identified savings for the ICB to reinvest into the system.

Liaison Care strategically deployed a fully qualified workforce to support the ICB, significantly contributing to the reduction of backlogged cases.

An extension to the contract was signed for further support to the CHC team at the ICB going into 2024.

This case study underscores the importance of adaptability and proactive measures in managing increasing demands within healthcare systems, ultimately leading to improved outcomes for both patients and healthcare professionals.
